Minutes of the 2021 Annual General Meeting held in the Welfare Hall, Heol Y Felin, Cwmgwrach, Neath at 6.30pm on Thursday 20th May 2021.
PRESENT: Councillors: Philippa Richards; Carolyn Edwards; Rhian Williams; Julia Hippsley & Menna Mortimore;
Also Present: Clive Baker – Clerk to the Council;
There were no members of the public present;
AGM 01/21 Apologies for Absence: Apologies had been received from Councillors Bethan Parry & Rhian Watts. No apologies had been received from Councillor Amanda Doherty;
AGM 02/21 Declaration(s) of Interest – Councillor Carolyn Edwards declared her interest as a County Councillor of Neath Port Talbot County Borough Council;
AGM 03/21 Nomination(s) For Chair of the Council – Councillor Carolyn Edwards was nominated and seconded. There were no other nominations. Therefore, Councillor Carolyn Edwards is elected as Chairperson for 2021-2022;
AGM 04/21 Nomination(s) for Deputy/Vice Chair of the Council – Councillor Menna Mortimore was nominated and seconded. There were no other nominations. Therefore, Councillor Menna Mortimore is elected as Deputy/Vice Chair of the Council for 2021-2022;
AGM 05/21 Councillors to Serve on Internal Committees:
It was decided NOT to appoint individual Councillors to the Cemetery Committee; Welfare Hall Committee and the Events/Christmas Committee but to discuss all items relating to these areas in the Council`s ordinary meetings;
As for the Human Resources Committee it was decided that Councillor Amanda Doherty (decided in her absence); Councillor Philippa Richards & Councillor Rhian Williams continue as the Council`s Human Resources Committee;
AGM 06/21 Councillors to Serve as the Council`s Representatives on External Committees – The Council`s Representatives were decided as follows;
Aberpergwm Site Liaison Committee – Councillor Philippa Richards;
Blaengwrach Primary School Board of Governors – Councillor Andrew Hippsley with Councillor Menna Mortimore as Deputy if required;
CBC Community Liaison Committee – Councillor Philippa Richards and Councillor Carolyn Edwards;
One Voice Wales Neath Area Committee – Councillor Carolyn Edwards with Councillor Rhian Williams as Deputy if required;
Selar (Blaengwrach) Community Benefit Fund – Councillor Menna Mortimore and Councillor Amanda Doherty;
Trustees of the Council`s Open Space Charity – Councillor Philippa Richards and Councillor Amanda Doherty;
Upper Neath Valley Project Development Cluster Committee – Councillor Amanda Doherty;
Vale of Neath Practice Patient Participation Group – Councillor Julia Hippsley and Councillor Rhian Watts;
AGM 07/21 Adoption of the Community Council`s Standing Orders – It was resolved to adopt the Standing Orders without any amendment for 2021-2022;
AGM 08/21 Adoption of the Community Council`s Financial Regulations – It was resolved to adopt the Council`s Financial Regulations without amendment foe 2021-2022;
AGM 09/21 Adoption of the Community Council`s Social Media Policy – It was resolved to adopt the Council`s Social Media Policy without amendment for 2021-2022;
AGM 10/21 Confirmation of the Council`s Officer(s) and Signatories – The Clerk, Clive Baker, was confirmed as the Council`s Responsible Financial Officer;
The Council`s Authorised Signatories were confirmed as: Councillor Menna Mortimore; Councillor Carolyn Edwards; Councillor Philippa Richards and the Clerk, Clive Baker;
AGM 11/21 Dates of Proposed Meetings for 2021-2022 – It was decided that the dates of the monthly, ordinary, meetings will be as follows:
24th June 2021; 15th July 2021; 16th September 2021; 21st October 2021; 18th November 2021; 20th January 2022; 17th February 2022; 17th March 2022 & 21st April 2022. NOTE: It has been decided that there WILL BE NO MEETING IN AUGUST & DECEMBER 2021 and due to the Local Elections for Town & Community Councils being scheduled for 4th May 2022 that the May 2022 AGM & Monthly Meeting will take place on 19th May 2022. It was decided that the venue for the meetings will be the Welfare Hall, Heol Y Felin, Cwmgwrach. NOTE: The venue etc. of the meetings will be subject to Coronavirus Guidelines issued by the Wales Government.
